Bart. You know how people say "good question" when they don't know the answer to something? Well, you're asking some very good questions. I am not sure if any of this has been officially set, particularly with regards to time frame and announcing results (after all, the commission hasn't yet formed) but in any event, I will look into it for a follow-up article.
