Doctor Pleads Guilty to Kickback Scheme

Dov Rand, who practices in West Orange, accepted cash payments for patient referrals

A doctor from Franklin Lakes admitted in federal court Friday that he took cash payments in exchange for patient referrals, the U.S. Attorney's Office in New Jersey said in a release. Dov Rand, 47, who practices in West Orange, pleaded guilty to one county of violating the federal healthcare anti-kickback statute, U.S. Attorney Paul Fishman said. Rand and 12 other New Jersey doctors were arrested in December and charged with accepting envelopes of cash from Orange Community MRI, a diagnostic facility in Orange, according to the release. Orange Community MRI's executive director, Chirag Patel, 36, of Warren, was also charged in connection with the scheme. Each month, the company calculated kickbacks to Rand based on the number of Medicare …

Business Owner Pleads Guilty to Tax Evasion

West Orange resident pleaded guilty to one count of subscribing to false personal federal income tax returns.

On Monday, The owner of Custom Design and Carpentry, LLC admitted to evading more than $100,000 in tax payments by depositing business checks into his personal accounts and failing to report that income, U.S. Attorney Paul J. Fishman announced. Sing Chan, 32, pleaded guilty to one count of subscribing to false personal federal income tax returns. Chan entered his guilty plea before U.S. Magistrate Judge Patty Shwartz in Newark federal court. Chan is the owner of Custom Design and Carpentry, a construction and remodeling business.  During 2008 and 2009, Chan sometimes received payment for services through checks made payable to Custom Design, and sometimes checks were made out to Chan directly. Landscaping Equipment Stolen From School Sheds

  May 8: The operations foreman of the West Orange Board of Education told West Orange police sometime between April 17 and May 8 someone stole various pieces of landscaping equipment from a shed behind Roosevelt Middle School. According to the official, a Redmax backpack leaf blower, valued at $400, a Little Wonder push blower, valued at $700, a Redmax hedge trimmer, valued at $200 and a Stihl weed wacker, valued at $150, were locked in the shed at all times. There was no sign of forced entry and the official said only five board of education employees have keys to the shed. The official said each of the five has had keys to the shed for approximately five years and there were never any prior thefts. The official told police he believes …

Dozens of Police and Public Safety agencies come to the Essex County Police and Public Safety Expo at the Livingston Mall.

On Saturday, dozens of police departments and public safety agencies from all over the state came together to discuss and demonstrate public safety techniques at the 2012 Essex County Police and Public Safety Expo. Sponsored by the Essex County Crime Prevention Officer's Association, the goal of the event was to raise public awareness about the services offered by local, state, county, and federal agencies.  In addition, it gave the different departments an opportunity to share ideas. “One of our goals is to get everybody on board and to increase information sharing,” said Livingston Police Officer Gary Mankowitz, who also serves as president of the association.  Attending this year’s expo at the Livingston Mall were representatives from …

The annual Essex County expo will be held on Saturday at the Livingston Mall.

Today the annual Essex County Police and Public Safety Expo will be at the Livingston Mall, 11 a.m. to 4 p.m.  This funfilled event will feature live demonstrations, and displays throughout the Mall from local, county, state, and federal agencies. UPDATE: Woman, Toddler Struck On Route 10

Kareen Barrett of West Orange and a toddler were struck as they were crossing Route 10.

A West Orange resident is listed in serious condition after being hit by a car while crossing Route 10 in front of Mount Pleasant Middle School this morning.  She was holding a toddler at the time. Kareen Barrett, 42, was crossing the intersection of Tiffany Drive and Route 10 with a 2 1/2-year-old boy in her arms when a woman driving a Honda Odyssey van struck the two, said police.  The driver has been identified as Cuifang Nie, 40, of Livingston. Paramedics and the Livingston First Aid squad responded to the scene and brought the two pedestrians to University Hospital, according to Livingston Det. Sgt. Anthony Dippold. West Orange Man Indicted

Man indicted on charges after car crash in 2010.

A 20-year-old West Orange man was indicted on four charges after a car crash in 2010 where his 18-year-old passenger, Adreana B. Nelson died. Nelson was from West Orange. The indictment was announced on Wednesday May 9. An Essex County Grand Jury has indicted Alberto Nunez on charges of first-degree aggravated manslaughter, second-degree vehicular homicide, second-degree aggravated assault and fourth-degree aggravated assault by automobile for his accident. Nelson was a rear-seat passenger in Nunez's car and was ejected from the back window, suffering severe head and bodily injuries. She was taken to the trauma center at St. Joseph’s Hospital in Paterson and died the following Friday, Sept. 24, 2010. Nunez was not arrested but he is …

Gucci Eyewear Stolen From Pearle Vision Center

Police have one suspect in custody, one at large, in theft of eyeglasses valued at $1,329.

West Orange police arrested an Irvington man for shoplifting three pairs of Gucci eyeglasses worth $1,329 on May 4 from the Pearle Vision store in Essex Green Plaza at 3:46 p.m. According to store personnel, an unidentified black man entered the store two days prior to the incident and asked about eyeglasses, looked around and left the store. The same man then entered the store on May 4 and was recognized by the employee. A short time later, a second person, later identified as Derrick Gibbs, entered the store. Gibbs was described by the store employee as dressed in a black baseball cap, black jacket, jeans and with a black/gray beard with the tip dyed red. While the store employee opened a case to show eyeglasses to the first man, Gibbs …

Police Blotter: Missing Package, Assault Incidents in Township

May 1:  West Orange police were called to a home on Washington Street after a report of an assault at 10:28 a.m.  Police said, Fredericco Rocha, 25, of West Orange said he was involved in a verbal dispute with Robert Leonardo, 47, of Nutley concerning a parking situation. According to Rocha, the dispute turned physical when he claims Leonardo punched and kicked him in the face, stomach and legs.  Leonardo said he agrees the incident began as a verbal dispute, but says the dispute turned physical when he claims Rocha attacked him and tried to hit him in the face with a closed fist. Rocha also alleges during the physical assault, the driver’s side door locking mechanism was damaged on his 2001 Infiniti G20. West Orange Police Officer Invited to FBI Academy

Michael Keigher, a detective sergeant with the West Orange Police Department, had the honor of attending the FBI National Academy earlier this year, according to township officials. Keigher, who graduated from the 10-week course on March 16, was nominated by West Orange Police Chief James Abbott to attend, township officials said. "It was a great experience," said Keigher. "I hope to bring the knowledge back to West Orange and the department." Other law enforcement officials from across the globe also got to attend the academy, which is located in Quantico, Virginia.
